One year after its approval, the Local Action Plan for the Inclusion of Roma, Ashkali and Egyptian communities in the Municipality of Prizren has still not begun to be implemented in concrete terms, while the \u20ac50,000 earmarked for its implementation in 2026 has yet to be allocated.<\/p>\n\n\n\n

The drafting of the plan was facilitated by the organization Nevo Koncepti<\/strong>, in cooperation with KFOS<\/strong>, following delays and a lack of readiness on the part of the Municipality of Prizren to draft the document. After a process that lasted approximately one to two years, the plan was unanimously approved by the Municipal Assembly, after previously passing through the Committee on Policy and Finance.<\/p>\n\n\n\n

The plan includes measures in several areas, including education, social welfare, housing, employment, healthcare, culture, as well as media and information.<\/p>\n\n\n\n

The Municipal Action Committee was established to coordinate and monitor the implementation of the plan. It is chaired by the Deputy Mayor of Prizren, Furkan Butuc, while Islam Elshani serves as its coordinator.<\/p>\n\n\n\n

According to Elshani, during the process of approving the plan, the Municipality committed to providing \u20ac50,000 in the 2026 budget through a separate budget line within the Office for Communities and Return. However, these funds have not yet been allocated for the implementation of the planned activities.<\/p>\n\n\n\n

\u201cIn 2026, funds were expected to be allocated through a separate budget line within the Office for Communities and Return. During 2026, I have followed this process and personally confirmed that the system shows a budget of \u20ac50,000 specifically designated for this plan. We have reached this stage, but there have been delays in implementation, and this has now become an unexpected challenge for us.\u201d<\/em><\/strong>

The Municipal Action Committee has taken several steps to coordinate the implementation of the plan. At the beginning of the year, meetings were held with municipal directorates involved in implementing its objectives, including the Directorates of Education, Culture, Health, and Social Welfare.<\/p>\n\n\n\n

According to Elshani, the directorates have expressed their willingness to implement the planned activities, and each has appointed a contact person responsible for communication with the Committee and for reporting on the implementation of activities.<\/p>\n\n\n\n

Some of the activities under the plan are also expected to be implemented through civil society organizations, through public calls. However, this process has not yet reached the stage of concrete implementation.<\/p>\n\n\n\n

Elshani says that, despite the steps taken so far, the process has stalled and that this represents a challenge for the Municipal Action Committee.<\/p>\n\n\n\n

The Local Action Plan aims to improve the inclusion of Roma, Ashkali and Egyptian communities in the social and institutional life of the municipality through concrete measures in education, employment, healthcare, social welfare, culture, and other areas.<\/p>\n\n\n\n

However, one year after its approval, the concrete implementation of these measures has yet to begin, while the \u20ac50,000 earmarked for 2026 remains unallocated.<\/p>\n\n\n\n
